H2O Being a Permanent Dipole

I know that H2O is a permanent Dipole, does this mean it is the strongest type of interaction?

Hi,

Yes, in the sense that the polar covalent bonds are more stable than any interactions causing a temporary dipole (like dipole-induced dipole or Van der Waals).
