Interaction potential energy equation

What is the interaction potential energy telling us? What do we use it to determine? Does it have anything to do with whether their is a dipole moment and how strong that dipole moment is?

I thought it meant just the energy that is added to the total energy during a reaction. I'm also pretty sure its strength changes based on dipole-dipole, charge-dipole, charge-charge, etc.
