how can a hydrogen bond form

Is it necessary for electronegative atoms like Oxygen, Nitrogen, Florine to bond to hydron for them to form hydrogen bonds with other molecules that have N,O,F bonded to hydrogen?

yes, they must bond to hydrogen in order to form a hydrogen bond.
