Why is the interaction potential energy always negative?

It is always negative because there is always an attractive force pulling two atoms or molecules together

It is negative because the attractive forces are lowering the energy of the molecule by pulling them closer together. In contrast, the energy you put in to break the bonds would have a positive value.

Forming bonds releases energy (negative value) while breaking bonds requires energy (positive value).
