H bonds and Intermolecular Forces
So with hydrogen bonds and the intermolecular forces (ion-dipole, dipole-induced dipole, etc.) are electrons actually being transferred from one atom to another or shared between atoms or is it all just based on attraction?

Its all just based on attraction. They are not actually sharing electrons, it is just that they are attracted to each other because of their partial negative and partial positive charges.

The electrons are not being transferred or shared. Hydrogen bonding just shows the attraction between atoms

Hydrogen bonds are a type of intermolecular force. Even though they are called hydrogen "bonds" they are attractions between molecules (NOF bonded with hydrogen) and another molecules (NOF bonded with hydrogen). Because the atom is highly electronegative atom (NOF) the attraction is so strong it almost acts like a bond which gives water its unique properties.

The intermolecular forces occur due to attraction of one atom to another atom, but they don't share electrons. Typically, intermolecular forces are indicated using dashed lines as opposed to a solid line because it is a weaker force than a chemical bond.
