Ion-ion is the stronger force. We can infer this from the dramatic difference in boiling point between ionic compounds and compounds with hydrogen bonding. The melting point of water is 0 degrees celsius. The melting point of NaCl, which has ion-ion interactions, is 801 degrees celsius. This shows the dramatic difference in energy required to break ion-ion interactions vs. hydrogen bonding interactions.
