To form a hydrogen bond, do both molecules have to have a hydrogen connected to a F, O or N?

No, only one of them have to have a H bound to it. However, the other one must be one of these electronegative atoms.

A hydrogen bond is the bond between a hydrogens atom and an N, O, or F atom. You can create intermolecular hydrogen bond by binding one of these atoms from one molecule, with an oxygen from another molecule.

A hydrogen bond can occur between and H bonded to a N,O,F or any N,O,F with a lone pair
