Hydrogen Bonding and Dipole-Dipole

Are hydrogen bonds a type of dipole-dipole interaction? Lets say for example you're asked to list the types of intermolecular forces a molecule exhibits. If you list hydrogen bonds as one, would you also list dipole-dipole interactions as another?

Hydrogen bonds and dipole dipole interactions are listed as separate intermolecular forces. Although the reason for the interaction is because the H bonded to an electronegative atom develops a more positive dipole and can therefore interact with lonepairs and other atoms, dipole dipole interactions in general are weaker than specific H-bonds and are listed separately.

I believe hydrogen bonds are a specific type of dipole-dipole interaction. I think the idea of a partial positive region and partial negative region is a commonality that occurs in both bonds.
