Is the viscosity or surface tension of a liquid directly proportional to the strength of the intermolecular forces?

Yes, generally the stronger the intermolecular forces are, the higher the surface tension is.

Yes, both viscosity and surface tension directly relate to increasing intermolecular forces.

Viscosity increases with stronger intermolecular forces caused by increase in the molecular weight, and decreases with higher temperature. Surface tension increases as the intermolecular forces increase.
