Degeneracy question

In lecture 12, Professor Lavelle talked about degeneracy in terms of positions (like the left and right thought experiment and the BClF2 compound in terms of where the Cl could be located). However, I was confused when he said “MOLECULES IN GASEOUS PHASE OCCUPY MANY MORE STATES THAN LIQUID & SOLID.” Was he still talking about positional degeneracy?

I think I interpreted that statement in terms of possible positions. Dr. Lavelle drew a diagram of 1 mol of liquid and one mol of gas, and in doing so I think the core concept was that the degeneracy of gas is greater than that of solid or liquids since there are more positions that the gas atoms can assume since the volume is not definite.
