Since open systems are permeable to energy and matter, im pretty sure all thermodynamic equations can be applied

I agree. Open systems are able to exchange matter and energy with its surroundings. I think the important thing is looking at whether the pressure is constant or not or if the volume is constant or not in deciding what equations to use.

How does one determine whether a system is open and what does that say about pressure and volume?

I think a question will explicitly tell you if the system is open

Any equations, depending on whether or not the work/effect on the system is adiabetic/isothermal/isochoric, etc...

I think most equations can. Most of the time though an open system is to be considered at constant pressure though.
