Delta G naught

Is delta G naught zero if something is at its boiling point? Exercise 4I.3 in the textbook assumes delta g naught is zero even thought the system is never stated to be at equilibrium. Does anyone know why this is?

Delta G naught would be zero in a concentration cell in which both solutions contain the same reaction.

What's the difference between Delta G and Delta G naught? I get so confused on those.
