W2 does not necessarily equal V2 and W1 does not equal V1. But, as a straight forward example, imagine how 1/2 is equal to 50/100. 1 does not equal 50 and 2 does not equal 100, but they both represent the same proportion.

You can have their ratios be equal, but the expressions do not have to be equal to each other.
