In the solution, I do not understand why the mass of oxygen produced was measured rather than finding the limiting reactant of mol of each P4 and O.

This is because in the first reaction, P4 is the limiting reactant but in the second reaction, o2 is the limiting reactant. So, you need to calculate the mass of oxygen used in the first reaction to find the mass of o2 remaining to reactant in the second reaction.
