In Lavelle's course reader, he writes that thermodynamics is initial and final states of reaction (time independent). What does he mean by time independent? And before that, he writes how kinetics is the pathway of reaction (time dependent). What does he mean by time dependent?

Thermodynamics is time independent in that it predicts what things CAN occur, regardless of how fast it will happen.
Kinetics deals with how fast and slow reactions occur.

The most common example is the reaction of diamond turning to graphite which is thermodynamically favorable, so diamonds are not "forever". However the kinetics of this reaction is so slow that you will not see a diamond turn to graphite in your lifetime.
