should we always be using the gas constant r=8.3145 instead of r=0.08206 for all thermodynamic problems? How can we be sure?

You are going to use different constants depending on what the units are for the rest for the values you have. When you have joules in your calculations, you will be using r=8.314, whereas if you have liters atm, you should be using r=0.08206.
