Boltzmann Equation for Entropy: $S = k_{B} \ln W$

### Final 2011 #1c

In Final 2011, #1c it asks for which has a greater residual entropy at 0K: NO or BF3.

The answer is NO, but I don't understand why.

I would guess that it's because NO can be oriented in two states (N-O and O-N) while BF3 can only be oriented in one state.
Since entropy is proportional to W, and W = (# of possible states)^(# of particles), NO would have higher residual entropy
