Degeneracy at its max

What does it mean that entropy is a maximum at equilibrium? Why is it at its maximum?

At equilibrium, there will be no more entropy changes. It is unchanging

In addition, when the entropy of the system is in equilibrium the entropy of the system is equal to the entropy of the surroundings.
