Is W just the number of microstates and are microstates just the number of atoms attached to the central atom of a molecule? If so how do you know which molecule you should be basing W on?

No, I believe that W is the number of ways a molecule can be arranged. That's why BF3 has W=1 not three. Whereas COF2 has W=1 because the oxygen can be in 1 of three positions.

W refers to degeneracy, which is a statistical value for the number of different combinations for the arrangement of the molecules.

How do you find the determine the different combinations for the arrangement of the molecules from just looking at the lewis structure or the element itself?

W is degeneracy. It is equal to the number of states raised to the number of species
