The entropy of a system or the disorder of the system has a value at it's ground state that is representative of the degeneracy of the system at absolute zero or when T=0K. This was made under the assumption that at T=0K, all modes of motion stop meaning there is no vibrational, transnational or rotational motion and that would happen in a hypothetical pure, perfectly crystalline substance where no entropy or disorder exists, but instead the system is at perfect order. In the observabale universe, that is not necessarily the case which is why we get values of entropy at T=0K.
