Entropy QUestion

In thermodynamics, is entropy described as qualitatively as a measure of energy dispersal at a specific temperature? Is that why it can't reach equilibrium at all?

Entropy is basically the randomness and disorder of molecules in a system and is based on the different arrangements available to the molecules.

Entropy cannot reach equilibrium because it is the disorder of an ever expanding universe which has an increasing disorder so it will never reach equilibrium I think.
