In problem 9.63 the book asks which of a set of compounds are stable with respect to their decompositions into their elements. Is it asking if the Gibbs free energy of the reaction of the compund going to its parts is positive? Would a positive gibbs free energy of this reaction imply stability?

Yes, it is asking if the Gibbs free energy of its decomposition (breaking up into its elemental parts) is positive. This means that the compound does not spontaneously decompose at room temperature, as spontaneously decomposing would make it unstable. Stable implies that nothing will happen to the compound, while unstable means it will change (either through decomposing (in this situation), reacting, etc.)
