Is a reaction at STP (standard Temp and Pressure) @ 0*C or 25*C? I believe I've seen both used so I just want to clarify.

The standard temperature is 0*C (273K) and pressure is 1 bar, for STP.

However, STP is rare in lab settings, so SATP (Standard Ambient Temperature and Pressure) is used. In SATP, the temperature is 25*C and pressure is 1 bar.

I think STP is supposed to be at 0 degrees Celsius or 273.15K

As much as I'm aware it's at 0 C. Funny thing though I always confuse STP, Standard Temperature, and Pressure as STP, the car part sales company. Oh yeah by the way if you ever buy some car parts specifically oil and oil filters STAY AWAY FROM STP it ain't worth it.
