Can someone please help me balance the Pb(OH)2-(4) equation. the one with ClO-. thanks

You have to make sure you do it in basic solution, so the OH add to H on the left and are alone on the right

First write the half reactions, Cl's reduction and Pb's oxidation, then balance out Cland Pb, the balance out O on with OH- and H20, and finally balance charges with e-. Then add the 2 rxns to cancel out e-.

You determine the oxidizing agent by looking at which species has been reduced. When balancing the equation you combine the two half reactions. You then simplify the balanced equations, to get your final balanced equation! :)
