oxidation numbers of transitional metals

In determining the oxidation numbers of transitional metals, does it all just depend on the charges of the other atoms it forms a molecule with? Like for example, in the compound MnO4-, does the 7+ charge depend solely on the oxygen charges? Do we rely on the non-transitional metals in an ion as well as its charge to determine oxidation states?
