Why would reduction take place at the electrode with a higher conc of CrCl3 as opposed to the one with a lower conc of CrCl3

Reduction means that a given substance is gaining electrons, thus becoming more neutral. This would cause the amount of the substance available at the electrode to decrease, thus lowering the concentration. Since the reaction is trying to achieve equilibrium, the reduction would occur at the electrode with the higher concentration.
