Oxidation Numbers

When asked what the initial and final oxidation numbers are is that just the charge of the ion?

Yes, it is the charge after the transfer of electrons.

Yes for example if we look at the problem Dr. Lavelle gave in class: 8H+ + (MnO4)- + 5Fe2+ -> Mn2+ + 5Fe3+ + 4H2O, Mn is reduced from +7 to +2.
