How will I know if I am balancing an acidic or basic redox reaction? Or will the problem specify which one it is?

Acidic reactions give off electrons whereas basic reactions gain electrons

I think that the problem would have to specify if the solution was basic or acidic. When the solution is basic, for each H+, you have to add one OH- to both sides of the equation. Then you can later subtract H2O from both sides if possible.

It should specify in each question if the reaction is taking place in an acidic solution or a basic solution. Then you can add hydroxides or hydroniums as needed.
