I believe so, because the oxidizing agent is the reactant in the reduction half reaction, and the reducing agent is the reactant in the oxidation half reaction. Since the total redox reaction is the simple sum of the balanced half reactions, both the oxidizing and reducing agents end up in the reactant side of the reaction.
Yes they will be as long as it is a forward reaction because nothing would be reduced or oxidized before a reaction even happens. The oxidizing agent would become the reduced product and the reducing agent would become the oxidized product.
