Is it when the standard reduction potential is a positive or negative value that a reduction is spontaneous?

A positive standard reduction potential represents a spontaneous reduction reaction.

The standard reduction potential is tabulated for compounds with respect to standard hydrogen electrode. It is a measure of the electron-pulling power of the reaction occurring at the electrode. It has to be positive for the reaction to be spontaneous if the right side is cathode, the electrode to where the electrons go; if it is negative, then the reaction would proceed in the reverse direction.

when the standard reaction potential is positive, the rxn will spontaneously proceed in the forward direction
