What does it mean when half of the reaction is balanced?

Are you referring to when you have to balance the half reactions?

The half reactions are balanced when they have an equal number of e- charges on the reactant and product sides.

Half reactions are balanced when there is no net gain or loss of electrons in the total reaction i.e. the number of electrons gained in reduction is equal to the number of electrons lost in oxidation.

A half reaction is balanced, when the charges on both sides of the half reaction are balanced and also when the elements themselves are balanced.

Are there any cases where two half reactions cannot be balanced using water, ions, and electrons?

No, I mean there are no other components at work and no matter what you will be able to balance all of these elements in a chemical reaction

Half reactions refer to the splitting of a redox reaction into its components based solely on the movement of electrons. A half reaction is balanced when both sides have the same number of electrons.

You will balance charges (using electrons) and amount of elements (often with the addition of H20 or H+).

Make sure the charges that are reduced matches the amount of charges that are oxidized.

Balancing the half-reactions simply means separating the reduction process and oxidation process from the original reaction into two half-reactions, and then balancing these resulting reactions.

Also, keep in mind that the half reactions must be able to cancel out each others number of electrons to form the overall equation.
