ΔE is 0 at equilibrium because the reactant quotient Q isn't changing (lnQ is 0). Hope that helps!

Yes. The nerst equation "quantatively determines the direction of electron transfer under non-standard conditions." Non-standard being non equilibrium. So, if we were to use the nerst equation, which connects the concept of Gibbs Free energy with the reaction quotient q, we see that delta E equaling 0 indicates equilibrium because the ln of products and reactants will be 0.

at equilibrium Delta E is equal to 0 since the reaction quotient isn't changing

The reactant quotient stops changing at equilibrium. Therefore the deltaE at equilibrium is equal to zero.
