EM radiation and Colors

Hi :)
Can someone explain why EM radiation is seen as light please? I know that when electrons are excited they give off photons when they are move to a different energy level in a material's atoms, but literally why are photons seen as light?
Also, when stage lights are filtered through a green, red, or other colored material/paper, is the wavelength of the light that reach our eyes different than the light from the stage light without the filter? Can someone please explain this idea?
