### Speed of Light

Does the value of the speed of light change when it is not in a vacuum? Also what constitutes a vacuum exactly? Can someone explain?

The speed of light change depending on the medium it goes through. By vacuum, it is implied it is a completely void space where there are no particles. The change in the speed of light has been noted and is also expressed through the refractive index of a material.

The value of the speed of light does change depending on the medium it is going through. For example light travels slower in water than in air. A vacuum is an area with no particles. An example of a vacuum is outer space.
