For problem 9 I am getting the right numbers with the wrong powers of ten. Any quick tips for how to convert between these more easily?

In order to get your answer in scientific notation, you have to move the decimal place until it is in a place that creates a number between 1 and 10.
In order to figure out what power you have to put ten to, count the number of places you moved the decimal place. If you moved it to the right, it will be 10 to a positive power, and if you moved it to the left it will be 10 to a negative power.
