What exactly is a photon and how do they not have a rest mass when they do have energy and momentum?

Apparently Einstein's equation E=mc^2 explains why photons have no mass. It is a particle of light and a stream of photons acts like a wave.

A photon is a light particle and its lack of mass can be explained by wave particle duality and the fact that the photon acts as both a particle and a wave.

When talking about photons, they are quantized right? And that means that they are counted as whole numbers rather than values like 2.5 or 3.67 etc.?
