For this question, it says to list the types of photons of electromagnetic radiation in the order of increasing energy. Does this mean smallest to biggest?

Yes, you write them in order from least to greatest amount of energy

Yup, that would mean the least to greatest amount of energy. In terms of wavelengths and frequencies, the photons with the least amount of energy would have the longest wavelengths/lowest frequency. The photons with the greatest amount of energy would have the shortest wavelength/highest frequency because wavelength and frequency are inversely proportional.
