I do not know specifically when light acts as a wave, but you should know that light has both wave and particle qualities. Light acts as a particle according to the photoelectric effect. Light acted as a wave when shined through a hole in the wall or through a crystal because light was diffracted instead of going straight through.

Light has wave-particle duality, which means it technically has both wavelike and particlelike properties at all times. Light is essentially composed of photons, and the flow of these photons creates a wave. When you are presented with light in the form of electromagnetic radiation, you can treat it as a wave. Use the E=h*v equation for electromagnetic radiation.

Light has wave-like properties all the time, along with particle-like properties.

To clarify why Light acts as a wave, it's because Light is able to refract and it undergoes interference which are properties of waves themselves. Also simply by looking at the equation c= (Wavelength) x (Frequency) You can see that the speed of light has a wavelength and a frequency on the electromagnetic spectrum

Light behaves as a wave when it undergoes reflection, refraction, and diffraction just like waves.

Light has wave-like properties at all times. And according to the photoelectric effect, light acts as a particle. When light undergoes reflection, refraction, and diffraction light behaves as a wave.
