Is it safe to assume that the speed of a proton is the same as the speed of light?

No, the speed of protons cannot be the same as the speed of light. It is physically impossible for this to occur.

A proton can never reach the speed of light because it has mass. If you remember, Dr. Lavelle used a similar example to illustrate why the electron cannot be contained inside the nucleus of an atom, since its Heisenberg uncertainty in speed would be grater than the speed of light, which is impossible. You can think of this analogously.

For the simple fact that protons of mass, they cannot reach the speed of light, objects with mass cannot travel at the speed of light
