The book sometimes uses 2.998x10^8 m/s and other times 3.00x10^8 m/s? Which one will be using?

I believe he said we would be using 3.0*10^8

My TA said that values like the speed of light is usually given on the quizzes and tests and we should just use the given values.

It doesn't matter much. Just use the speed provided on the test.
