how do we determine which half-reaction would create the largest voltage? does it stem from the g= -nFE equation?

The most positive reduction potential (which would be the cathode) and the most negative reduction potential (which would be the anode) would create the largest cell potential. Remember, voltage would be calculated from Ecathode - Enanode. Hence, getting the largest voltage would require you to get the difference of the largest and smallest reduction potential.
