If the standard potential $E{_{cell}}^{\circ }> 0$ , does that always signify that the reaction is spontaneous?
Does $E{_{cell}}^{\circ }< 0$ indicate that it is spontaneous in the reverse reaction?

Yes, if the standard E cell is positive then the reaction is spontaneous and if it is negative it is non-spontaneous
