Purpose of Hydrogen Electrode

I understand that the galvanic cell changes chemical energy to electrical energy with an anode and cathode; however, I am confused with the purpose of the hydrogen electrode. Don't we normally measure the e- transfer of the system with normal anode/cathodes?

Basically, the Hydrogen electrode is used to serve as a generic starting point for all reduction potentials. The values of E given for each equation on the Standard Reduction Potentials chart is the voltage that would be given if each of those reactions were done with the hydrogen electrode being the anode (I hope).
