For question 3 on the Winter 2014 final exam how would you know which chemicals to pick for the galvanic cell without the voltage given?

The voltage isn't given because in an earlier part of the question, you're asked to identify the chemicals required to build a galvanic cell with the HIGHEST possible voltage.

The voltage values would probably be given either on that page of the exam or on a separate sheet of reduction reactions and their respective voltage values.

Why is Cu(NO3)2 not considered for making a galvanic cell? Does it not also have good conducting qualities since nitrates are soluble in water?

I assume reduction potentials must have been given. If you compare each of the E° for each of the half reactions and try to build a cell with highest E°, that would lead you to make those choices of chemicals given in the answer key.
