Could someone explain how we are supposed to know which chemicals will give us the highest possible voltage?

You would have to look at the standard reduction potential table. Alternatively, you could look at the activity series of metals, but that isn't covered in this class.

In something like this, the values would be given - either in the problem or in a table. I think.
