Why is the maximum potential difference calculated when there is very little current flow?

Because you can think of it like the maximum difference in volume between two connected beakers of water. The beaker that has all the water compared to the beaker with no water will show how there is a larger difference. Even at a little flow, the difference in volume will be a large value. This can be applied to the potential difference between electrodes.
