Maximum potential

I don't understand how maximum potential is calculated when there is very little current flow. How does that work?

Maybe it has to do with the fact that potential difference has to do with how positive one electrode is versus the other. When a stronger current of electrons flows, the positive electrode will attract them, which I would imagine effectively makes its charge more negative, thereby decreasing the potential difference.
