Eocell is the standard state cell potential, meaning the condition of [1M] for solutes or 1 bar for gases is met. Ecell is the cell potential at non standard state conditions. You can use the Nernst equation to find Ecell using Eocell.

They are generally the same, but E(nought) is just the cell potential at standard conditions.

^o means it is at standard conditions, this also can be applied to G or S

E^ocell just means the cell potential at standard state. Ecell is the nonstandard state conditions.

E^o Cell is the cell potential at standard state, which doesn't change based on concentration (or any other reason, only having its sign switched if the reaction is reverse) while E cell is not at standard conditions and changes.

E^o is the cell potential in standard conditions. E^cell is when it is in non standard conditions and that's when you use the nernst equation.
