What does the standard cell potential qualitatively tell us?

The standard cell potential measures the driving force for a given redox reaction.

The above answer is correct.

The standard cell potential can be used to tell you the difference in voltage between two electrodes, and this difference is caused by the flow of electrons from one cell to the other. You can also use the standard cell potential to tell you the spontaneity of reaction.
