So for part a mine asks to order from neutral to second oxidation state while part b says second to neutral. The given E cells all go from second oxidization states to neutral so would it be right to use the opposite values for part a and the values given for part b?
Yes I believe so, but be careful in how you order the elements. I don't know your exact questions but if it asked for reducing power, then that means that how well a substance is oxidized. Oxidizing power would be how well a substance is reduced. Depending on how you flip the equations, you would get the Eo value for reduction (which is the default) or oxidation. Putting substances in order of reducing power (highest Eo reducing to lowest Eo reducing) is the same as putting substances in order from lowest Eo oxidation to highest Eo oxidation. So there are many ways to think about the problem.
